In keeping with CLASP's commitment to a fair and transparent evaluation of all bids, following is a summary of the bids received under a competitive solicitation of RFP#2-12, “Scoping Study for Commercial Refrigeration Equipment Mapping and Benchmarking Project”, as well as the rationale for the final selection.
Technical and financial proposals were received from four organizations: BIO Intelligence Service, CEIS, Klinckenberg Consultants, and Stricker Associates Inc.
While all four bidders submitted strong proposals and were considered viable candidates for successful implementation of the project, the submission from Klinckenberg Consultants was considered superior due primarily to the policy orientation and international experience of the team, an explicit understanding of potential issues with data collection in a mapping exercise, the proposition of research approaches to address data gaps, as well as familiarity with product-specific test procedures and efficiency standards, and the comprehensiveness of the proposed methodology based on an understanding of the project requirements as stated in the RFP.
A four person review team evaluated the proposals according to pre-defined criteria regarding the proposed approach, methodology, and project execution plan, extent of experience in commercial refrigeration equipment, mapping and benchmarking exercises, and cost projections in accordance with the RFP.
Proposals were scored based on a Quality and Cost Based System (QCBS) totaling 100 points, with 80 points allocated to the technical proposal evaluation and 20 points allocated to the financial proposal evaluation.
