This study acts on the recommendation of a previous CLASP-funded study, “Analysis of Television Luminance and Power Consumption,” (Jones, 2011) to collect data on actual background lighting levels during television viewing and support the improvement of the television test procedures used by the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA).

This report compiles test procedures and minimum energy performance standards (MEPS) for CFLs and LEDs in Africa, Asia-Pacific, China, Europe, India, Latin America, the Middle East and North America. Based on the data collected, the report presents an assessment of the test procedures and MEPS globally, and identifies key gaps and similarities between them.

This paper presents the modeling methodology of three scenarios of possible efficiency improvements in residential, commercial and industrial equipment and compares the savings potential of both BPS and CIS scenarios against a frozen efficiency scenario.
