The recommendations are based on existing practices from across the region and in other countries globally, and are targeted to the ASEAN member states according to size of their national AC market, structure of the national legislative framework, and funding available for policy enforcement. Although, the Guidelines are targeted to ASEAN Member States, we hope they can also serve as a valuable resource to other programs around the world.
