Policy Hub EOI RFI 2-20:

Seeking contractor (organization) to develop Appliance & Equipment Energy and Water Efficiency Policy Hub

CLASP is seeking a qualified contractor to design, develop and maintain an energy and water efficiency policy hub (Policy Hub) for appliances & equipment in close collaboration with CLASP. The Policy Hub will provide the energy and water community with exclusive tools and resources to inform evidence-based policy making to advance climate change action and clean energy access. The Policy Hub will host a policy library (database); interactive data visualization; country policy profiles, a feedback feature, and an FAQ section (additional possible features and details are provided below). Currently CLASP hosts a policy database, which will be transitioned to the Policy Hub under this effort. The priority is for the Policy Hub to have an efficient and functional back-end management to accommodate a policy library and other included features; and to allow multiple-user access to facilitate collaboration both within CLASP and with other organizations. The new platform should be linked to the CLASP website but hosted on a different platform.

This work is expected to take place in several phases, as described in the Scope of Work below.

To express your interest in working as a CLASP contractor, please do the following:

• Register as a CLASP Consulting Partner (click here to register). Important Note: Do not complete the Pre-Qualification Questionnaire (PQQ). We will contact you if we need you to complete the PQQ. Following the Expression of Interest submission, you may also be requested to respond to a more detailed Request for Proposals for the same project.
• For consultants: N/A (CLASP is seeking an organization)
• For organizations: Submit a single file named “Organization Name: EOI 2-20” in English using the template provided with the following contents:
  • Expression of interest (EOI) (up two pages in length) including description of your relative strengths/experience in developing similar projects. Particular attention should be on experience in complex database development; interactive data visualization; effective virtual communication.
  • Organizational profile, based on the sample attached and including links or samples of relevant platforms/project developed.
  • Rough estimate of budget for each phase of work, assuming an end date of December 2021. Budget estimates can include a minimum and maximum range.

Following the submission period, candidates will be shortlisted and will be invited to an interview with the CLASP team. The EOI is not the last step in the selection process, and will be followed by a detailed request for proposals (RFP).

Please note that this EOI is not an invitation for submission of proposal. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. CLASP will examine the outcome of this EOI and will consider those companies that have expressed their interest providing the required information as to their ability to fulfill the requirement. CLASP reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting EOI does not automatically guarantee inclusion of an applicant in the upcoming solicitation process.

About Organization and S&L Policy Database

CLASP improves the energy and environmental performance of the appliances and equipment we use every day, accelerating our transition to a more sustainable world. CLASP serves at the epicenter of collaborative, ambitious efforts to mitigate climate change and in the global movement for clean energy access, through appliance efficiency. We work hand-in-hand with governments, experts, industry, consumers, donor organizations and others to propel policies and markets toward the highest quality, lowest resource-intensive products possible.

Since its inception in 1999, CLASP has worked in nearly 100 countries, collaborating with key stakeholders to design and implement high-impact policies and programs that catalyze markets and protect consumers. CLASP is headquartered in Washington DC, with teams based in New Delhi, Nairobi, Jakarta and Brussels.

In 2005 CLASP launched a standard and labelling (S&L) Policy Database – a comprehensive resource of appliance and equipment energy efficiency policies for policy makers and other stakeholders. Since then the database has evolved in scope and coverage, and currently includes policies for 92 economies and 115 product categories for a total of over 2,600 policy entries. Throughout the years, CLASP’s Policy Database has been an extremely valuable resource for governments, non-governmental and international organizations, and researchers by offering unique in-depth S&L policy information used for policy analyses and to inform policy making. The Policy Database has also served as reference and facilitated collaboration with implementing partners, including the World Bank and IEA.

CLASP would like to expand the scope of the policy database from a policy library to a “Policy Hub” covering energy and water efficiency, for both on- and off-grid appliances and equipment, with added value features including data visualization, country level policy profiles and engagement with users. The objective of the Policy Hub is to provide the energy and water appliance and equipment efficiency community with exclusive tools and resources to inform evidence-based policy making that will advance climate change action and clean energy access.

Features of the Policy Hub

Expected Features

• A policy library that provides access to our extensive and complex policy information through an intuitive interface, including a user-customizable policy search function and possibility for users to personalize the results page information (e.g. by date; alphabetical order, download etc.
• Interactive data visualization to support analysis by extracting the information available in the policy database (e.g. comparisons of product covered by labelling policies among countries; first introduction of lighting minimum energy performance standards across countries etc.)
• A feedback feature to receive feedback from users and the possibility to send responses to the feedback received. Feedback options could also include the possibility to crowdsource policy updates.
• Country policy profiles developed by CLASP
• An FAQ section

For the back-end management:

• An easy-to-use content management system for policy uploads that best responds to our needs
• Multiple user access with various permission levels (e.g. administrator and contributor) who can update policy hub content.

Possible Features^[1]

• A resource library including videos, articles and others hosted on the hub or on other platforms
• Link to a new impacts modelling tool CLASP is developing that will be hosted on the CLASP website. This might support analysis through the generation of charts and tables summarizing policy forecasts.

Proposed Scope of Work

This work is expected to take place in three phases with proposed timeline below. The contractor will work closely with CLASP and will be responsible for conceptualizing, developing and maintaining the Policy Hub until the end of phase 3, anticipated in December 2021.

Phase 1: Discovery and development of the Policy Hub (June – October 2020)

The contractor will deliver:

• Technical concept for the overall Policy Hub in close collaboration with CLASP, addressing how the various features listed will be harmonized in the final product, along with a work plan. Creative ideas are welcome.
• Functional back-and front-end for the policy library (to accommodate energy and water efficiency appliance and equipment policy database)
• Integrated feedback function
• Interactive data visualization linked to policy information in the policy library
• User interface to accommodate the various features

Phase 2: Expansion of the Policy Hub (October 2020 – May 2021)

The contractor will deliver:

• FAQ section
• Country Energy Policy Profiles section linked to data visuals & policy data
• Resource library (under consideration)
• Link to the CLASP modeling tool (under consideration)
• Regular maintenance

Phase 3: Final Policy Hub and Maintenance (June – December 2021)

The contractor will deliver:

• Country Water Policy Profiles section linked to data visuals & policy data
• Functional and integrated final product
• Support necessary for delivering in-depth analysis and baselines / tracking
• Regular maintenance
